Water technology list
The Water Technology List (WTL), developed and managed by Defra and HM Revenue and Customs, in partnership with Envirowise, is central to the scheme for 100% Enhanced First-Year Capital Allowances (ECA) for water efficient technologies. The ECA scheme provides a real incentive for businesses to invest in technologies that promote the efficient use of water and ultimately support the environment.
The WTL is available on the web and includes products that meet the published water efficient eligibility criteria. Businesses purchasing products from the WTL will not only benefit from saving money on their water bills but can also claim ECAs which provide up-front tax relief on the capital cost of the equipment which can deliver a cash flow boost.

From 16th August 2007 the Water Technology List (WTL) was expanded with the addition of three new technology categories.
New technology categories:
- Vehicle wash water reclaim units
- Water management equipment for mechanical seals
- Water efficient industrial cleaning equipment
The other technology categories are:
- Cleaning in place equipment
- Efficient showers
- Efficient taps
- Efficient toilets
- Efficient washing machines
- Flow controllers
- Leakage detection equipment
- Meters and monitoring equipment
- Rainwater harvesting equipment
- Small scale slurry and sludge dewatering equipment
- Efficient membrane filtration systems for water reuse*
*For the membrane filtration system category, the ECA is available on the complete treatment 'system', including any necessary pre- and post-treatment equipment required, provided the system has been certified as meeting the published eligibility criteria set out in the WTL.
One key component of the criteria for efficient membrane filtration systems is that the 'system' must allow for at least 40% of the treated effluent to be reused on site. These 'system-led' applications can be made by either the business investing in the equipment or their contractor/supplier. Applications can only be made through the website following registration. If successful, the business making the investment will receive a 'certificate of environmental benefit' from Defra, which certifies the 'system' meets the qualifying criteria. It is spending on a certified system that can qualify for ECAs.
